503 Service Temporarily Unavailable

I have installed Fiery JobFlow v1.3, Adobe Acrobat Pro 10, PitStop Pro 12U1, Flash, Java, and verified that the following services are running.

EFI License Manager
FlexNet licensing Service
JobFlow
JobFlowData
JobFlowUpdater

Windows Firewall has been set to allow the following.
FieryJobFlow
FieryJobFlowEvent
FierySoftwareManager

The computer is W7 Enterprise SP1, Quad Core i5 3.20GHz, 4GB RAM, 32 bit OS.

How do I resolve the following error when launching JobFlow?
"503 Service Temporarily Unavailable"
