I have a strange question which may be easy to answer but...

My customer is submitting RGB images and wishes them to print in pure black.

This is working great, it will use K toner only and even print the colour portions of the image in colour.
Problem is that if the RGB values are off even by one digit (e.g: R76, G76, B77) it will NOT apply the black conversion settings.

Can i alter the tolerance for the RGB conversion to expand it a bit to compensate for these values in the supplied JPegs?

There is no tolerance setting for this. Your options are to print in grayscale rather than color or to apply a correction somewhere. For instance, you could make a photoshop action that sets saturation to -100 then make this a droplet and drop all the jpgs on the droplet to fix them. You could also apply this automation to a folder of JPGs and point the output into a Fiery hotfolder so they print right away, This might be worth considering only if you have lots of these images to process and print.
